Try turning a short clip into a Live Photo, then use the guide to bring the paired files into Photos. I would love to know which conversion direction you use most often.
About Livp.app
Livp.app is a browser-based Live Photo toolkit for iPhone users. Bring an MP4, MOV or animated GIF, choose the cover frame, and make the image and movie pair needed for a Live Photo in Apple Photos. It also works in the other direction: export the moving part of a Live Photo as video or GIF, save a still frame, or create a reverse or Boomerang loop. Conversion runs on your device in the browser. A limited number of single conversions are free each day, with membership for unlimited and batch use.
